This is a current source, having the copyright year as 2008.  There are no pieces of information pointing to a scholaryly air.  This is more of an informational page about an organization.  This is a government-funded organization that seems to look for contributions from anywhere, not just from experts in the field.  Since this is an organization for a cause, the point of view is very biased towards their cause.
